It looks like last year's appropriations bill allocated "$406,450,000 for Biological Systems Science" according to the Senate version of the bill [1], same as this year. I couldn't find anything in last year's House bill either [2], so I'll assume last year's funding was ~$406M. Given that both chambers of Congress are proposing something in the 405M-407M range, and that last year 406M was allocated, I'll put a lion's share of my prediction in the middle bin.
