Although it is in general a good practice to never go below 1%, I'm basing my forecast on the #1 precept of journalism: if it bleeds, it leads. I cannot see any reputable or nonreputable news source ignoring this precept just because no photo was available ahead of the publication deadline that would have digital provenance.
